Review The Japanese satellite channel, "KidsStation" ( see http://www.kids-station.com/ ) broadcasts a lot of OAV's in their anime timeslots. Some are quite old, some are rather new. Some I recognize on sight, others I've never heard of and can't readily find info on. My friend happily uses these OAV's to "fill tapes" during otherwise "slow" periods when I'm watching few regular series. So I'm never sure what I will get, nor whether or not I'll care for it. There is also the problem that my friend sometimes sends the end of a series, which leaves me at a bit of a disadvantage in assessing what I see.
For example, last week I watched the first four episodes of "Burn-up Excess". This wasn't a series that "rang any bells" with me, but I thought that I would give it a shot on a cool, wet and slow Sunday night. It was also a relatively new ( 1997 ) AIC series so I felt that there might be some entertainment value.
Well, right off the bat I realized that my expectations weren't likely to be met. First of all, it was an action comedy series in which the first 15 minutes of the first episode passed by without either action or comedy occurring. After that the action and comedy that did occur was fairly subdued. Sure enough, it had lots of busty AIC-babes, but I kept on being distracted by trying to remember which other anime characters the girls reminded me of, and to hammer in that "mood", there was even an eye-catch in one episode with a Tenchi-style cabot.
Before I forget, for those of you who aren't familiar with the series, it is about a mainly female "special police force" in some distant future. In that sense it is a lot like the "You're Under Arrest" short special series that was on last year - long on ecchiness and short on plot or characterization. Now, to be fair, the part where Rio, the nominal heroine of the series, is out on the town with the young oil sheik wasn't bad - but the funniest parts were the single frame "blackouts" ( such as Rio pulling her gun on the Sheik to stop him from singing kareoki. )
I later checked out the series on the Net and found out that "Excess" is the third in a series. So what is the real case here?
Is the series just mediocre?
Is it a case of me coming into a series after all of the characterizations have been already established?
Is this another case of a series running out of steam after too many sequels? Thanks - (Dave Baranyi)

For the production side, it was THE FIRST anime series planned for CS broadcasting by DirecTV. It appeared as the original pay per view anime in DirecTV. Yes it was the third series of Burn Up saga, and Burn Up and Burn Up W were the OAVs.
I think Kid Station bought the series and broadcasted for otaku kids in basic channel. (CALCI)
